各省(sheng)、自治区(qu)、直(zhi)辖市及新疆(jiang)生产建设(she)兵(bing)团人(ren)力资源社会保障厅(局):

为(wei)深入贯彻习(xi)近平总书记(ji)关于大力发(fa)展(zhan)技(ji)工教(jiao)(jiao)育的(de)重要(yao)指示精神,落实(shi)中共(gong)中央办(ban)公厅(ting)、国(guo)务(wu)院办(ban)公厅(ting)印发(fa)的(de)《关于推动现代职业教(jiao)(jiao)育高质量发(fa)展(zhan)的(de)意见(jian)》,推进(jin)技(ji)工教(jiao)(jiao)育高质量发(fa)展(zhan),根据《人力资源和社会保障事业发(fa)展(zhan)“十四五(wu)”规(gui)划》要(yao)求,我(wo)部组(zu)织(zhi)制(zhi)定了《技(ji)工教(jiao)(jiao)育“十四五(wu)”规(gui)划》。现印发(fa)给你(ni)们,请结合实(shi)际,认真贯彻执(zhi)行。

技工教育“十四五”规(gui)划

大力(li)发展(zhan)技(ji)工(gong)教(jiao)(jiao)育,扩(kuo)大高(gao)技(ji)能人才培养规模,提(ti)高(gao)人才培养质量,对(dui)加快构(gou)建技(ji)能型社(she)会、促进更加充分更高(gao)质量就(jiu)业、推(tui)动(dong)经济高(gao)质量发展(zhan)具有重要作(zuo)用(yong)。本规划深入贯彻习近平总(zong)书记关于大力(li)发展(zhan)技(ji)工(gong)教(jiao)(jiao)育的重要指(zhi)示精神(shen),落实中共中央办公厅(ting)、国务院办公厅(ting)印发的《关于推(tui)动(dong)现代职业教(jiao)(jiao)育高(gao)质量发展(zhan)的意见》,提(ti)出(chu)“十四五”期间技(ji)工(gong)教(jiao)(jiao)育发展(zhan)的总(zong)体(ti)要求,明确主要目标和重点任务,是推(tui)动(dong)技(ji)工(gong)教(jiao)(jiao)育高(gao)质量发展(zhan)的指(zhi)导文件。

一、发展(zhan)环(huan)境

党中(zhong)央(yang)、国务院(yuan)高度重视(shi)技(ji)(ji)能人才工(gong)作,要求大(da)力(li)(li)发展(zhan)技(ji)(ji)工(gong)教育(yu),办(ban)好(hao)技(ji)(ji)工(gong)院(yuan)校(xiao)(xiao)。“十三五”时期(qi),各级人力(li)(li)资源(yuan)社会(hui)保(bao)障部门深入贯彻党中(zhong)央(yang)、国务院(yuan)决策部署,坚(jian)持改革创(chuang)新(xin),攻(gong)坚(jian)克难,推(tui)动技(ji)(ji)工(gong)教育(yu)发展(zhan)。技(ji)(ji)工(gong)院(yuan)校(xiao)(xiao)高技(ji)(ji)能人才培(pei)(pei)养和职(zhi)业技(ji)(ji)能培(pei)(pei)训规模逐步扩大(da)。截至2020年底,全(quan)国有技(ji)(ji)工(gong)院(yuan)校(xiao)(xiao)2423所(其(qi)中(zhong)技(ji)(ji)师学(xue)(xue)院(yuan)496所),在(zai)校(xiao)(xiao)生(sheng)395.5万人,每年面向(xiang)社会(hui)开展(zhan)职(zhi)业培(pei)(pei)训超过400万人次(ci)。脱贫攻(gong)坚(jian)期(qi)间,全(quan)国技(ji)(ji)工(gong)院(yuan)校(xiao)(xiao)累计招(zhao)收建(jian)档立(li)卡贫困(kun)家庭子女超36万人。技(ji)(ji)工(gong)教育(yu)办(ban)学(xue)(xue)质量及社会(hui)影(ying)响力(li)(li)不(bu)断提(ti)升(sheng)。

“十四五”时期,我国(guo)将(jiang)开(kai)启全面建(jian)设社会主(zhu)义现(xian)代化国(guo)家新(xin)征程,党和(he)国(guo)家高度(du)重视技(ji)(ji)工(gong)教育,经济社会发(fa)展(zhan)对高素质技(ji)(ji)能人(ren)(ren)才具有广泛需(xu)求,为技(ji)(ji)工(gong)教育发(fa)展(zhan)提供了良好机遇(yu)和(he)广阔空间。与此同(tong)时,技(ji)(ji)工(gong)教育仍面临(lin)困难挑战。技(ji)(ji)能人(ren)(ren)才培养规(gui)模(mo)和(he)质量需(xu)要进一步加(jia)强,发(fa)展(zhan)不平衡问题比(bi)较突(tu)出。技(ji)(ji)工(gong)教育必(bi)须围绕国(guo)家重大(da)战略部署,瞄准科(ke)技(ji)(ji)革(ge)命、产业变革(ge)和(he)促进就业需(xu)求,从已有条(tiao)件和(he)自(zi)身特点出发(fa),科(ke)学规(gui)划(hua),深化改(gai)革(ge),创新(xin)发(fa)展(zhan),加(jia)快技(ji)(ji)能人(ren)(ren)才培养,满足高质量发(fa)展(zhan)需(xu)求。

二、总体要求

(一)指导思(si)想

以习近(jin)平新时代(dai)(dai)中国(guo)(guo)特色社会(hui)主义思(si)想为(wei)指导(dao),深入贯彻党的(de)十九(jiu)(jiu)大及(ji)十九(jiu)(jiu)届二中、三中、四中、五中全会(hui)精神,落(luo)实党中央、国(guo)(guo)务(wu)院(yuan)决策部署,坚(jian)持党的(de)领导(dao),坚(jian)持正确办(ban)学(xue)方向,坚(jian)持立德树人,以促进就业创业、服务(wu)企(qi)业行业、服务(wu)经(jing)济高质量发展(zhan)(zhan)为(wei)目(mu)标,深化技(ji)(ji)(ji)工(gong)院(yuan)校改革,推进办(ban)学(xue)模式创新,加强高技(ji)(ji)(ji)能人才和(he)能工(gong)巧(qiao)匠培(pei)养(yang),注(zhu)重德技(ji)(ji)(ji)并修、多元办(ban)学(xue)、校企(qi)合(he)作、提质培(pei)优(you),实现创新发展(zhan)(zhan),建(jian)设现代(dai)(dai)技(ji)(ji)(ji)术工(gong)人培(pei)养(yang)体系,培(pei)养(yang)德智体美劳全面(mian)(mian)发展(zhan)(zhan)的(de)社会(hui)主义建(jian)设者(zhe)和(he)接班人,为(wei)全面(mian)(mian)建(jian)设社会(hui)主义现代(dai)(dai)化国(guo)(guo)家提供(gong)高素质技(ji)(ji)(ji)能人才支撑。

(二(er))主要(yao)目标

到2025年,基本形成技(ji)工(gong)教育(yu)体(ti)系(xi)更(geng)(geng)加(jia)(jia)(jia)完善、布局(ju)更(geng)(geng)加(jia)(jia)(jia)合理、特色(se)更(geng)(geng)加(jia)(jia)(jia)突出、技(ji)能(neng)人(ren)(ren)(ren)才(cai)培养(yang)规模和质(zhi)量(liang)(liang)更(geng)(geng)加(jia)(jia)(jia)契合经济社(she)会发展需(xu)要的(de)(de)良好局(ju)面。技(ji)工(gong)院校发展成为开展学(xue)制教育(yu)和职(zhi)业(ye)培训服务技(ji)能(neng)人(ren)(ren)(ren)才(cai)成长的(de)(de)重要平(ping)台、现代(dai)职(zhi)业(ye)教育(yu)体(ti)系(xi)的(de)(de)重要组成、构建(jian)技(ji)能(neng)型(xing)(xing)社(she)会建(jian)设(she)的(de)(de)重要依托。技(ji)工(gong)教育(yu)办学(xue)模式更(geng)(geng)加(jia)(jia)(jia)成型(xing)(xing),专业(ye)设(she)置、课(ke)程(cheng)开发和教材建(jian)设(she)更(geng)(geng)加(jia)(jia)(jia)符合企业(ye)需(xu)求,人(ren)(ren)(ren)才(cai)培养(yang)质(zhi)量(liang)(liang)稳(wen)步(bu)提升(sheng),毕业(ye)生(sheng)就(jiu)业(ye)率稳(wen)定在较高水平(ping),面向社(she)会开展学(xue)制教育(yu)、职(zhi)业(ye)培训、公共(gong)实训、技(ji)能(neng)评价、竞(jing)赛集训、就(jiu)业(ye)服务、创业(ye)孵(fu)化等技(ji)能(neng)人(ren)(ren)(ren)才(cai)全(quan)方位服务。技(ji)工(gong)教育(yu)吸引力和人(ren)(ren)(ren)才(cai)培养(yang)质(zhi)量(liang)(liang)显(xian)著(zhu)提高,服务实施(shi)新时代(dai)人(ren)(ren)(ren)才(cai)强国战(zhan)略(lve)的(de)(de)功能(neng)进一步(bu)增强。

三、推进(jin)全面(mian)落(luo)实立德树人根本任务

以(yi)习(xi)近(jin)平新(xin)时代中(zhong)国(guo)特色(se)社(she)会(hui)主义思想为指导(dao),以(yi)习(xi)近(jin)平总书记关(guan)于(yu)技能(neng)人才的(de)重要指示武装(zhuang)头脑、指导(dao)实践、推(tui)动工(gong)(gong)(gong)作(zuo)(zuo)。加(jia)强技工(gong)(gong)(gong)院校党组(zu)织(zhi)建设,促进学(xue)校各级党组(zu)织(zhi)组(zu)织(zhi)力全面(mian)提升。充分(fen)发(fa)挥党组(zu)织(zhi)在(zai)技工(gong)(gong)(gong)院校的(de)领导(dao)核心(xin)和政治核心(xin)作(zuo)(zuo)用,牢牢把(ba)握(wo)学(xue)校意识形态工(gong)(gong)(gong)作(zuo)(zuo)领导(dao)权,将党建工(gong)(gong)(gong)作(zuo)(zuo)与(yu)学(xue)校事业发(fa)展同部(bu)署、同落实、同考评。依靠工(gong)(gong)(gong)会(hui)、共青团、妇(fu)联(lian)、关(guan)工(gong)(gong)(gong)委(wei)、社(she)区以(yi)及(ji)相关(guan)社(she)会(hui)团体,与(yu)院校所在(zai)地的(de)党政机关(guan)、企(qi)事业单位、部(bu)队等建立紧密联(lian)系,协同推(tui)进加(jia)强学(xue)校党建工(gong)(gong)(gong)作(zuo)(zuo),以(yi)高(gao)质量(liang)党建引(yin)领学(xue)校发(fa)展。

坚持为党育人(ren)为国(guo)育才,把立(li)德(de)树(shu)人(ren)作为检验(yan)学校一(yi)切工(gong)作的根本(ben)标准。提高思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)理论(lun)课(ke)(ke)质量和(he)实效(xiao),深入推(tui)进(jin)习近平新时(shi)代中(zhong)国(guo)特色社会主(zhu)义(yi)思(si)(si)想(xiang)(xiang)(xiang)进(jin)教(jiao)(jiao)材、进(jin)课(ke)(ke)堂、进(jin)头脑。将思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)理论(lun)课(ke)(ke)作为立(li)德(de)树(shu)人(ren)关键(jian)课(ke)(ke)程(cheng),同时(shi)加强其他课(ke)(ke)程(cheng)思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)建(jian)设(she)(she),实现思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)教(jiao)(jiao)育、知(zhi)识(shi)传授、技(ji)能培养融合统一(yi)。开(kai)齐(qi)开(kai)足(zu)开(kai)好思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)理论(lun)课(ke)(ke),引导(dao)学生树(shu)立(li)正确的世界(jie)观、人(ren)生观、价值观。做好思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)、语文、历史(shi)三(san)科(ke)统编教(jiao)(jiao)材使(shi)用。加强技(ji)工(gong)院校思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)理论(lun)课(ke)(ke)师(shi)资队伍建(jian)设(she)(she),遴选(xuan)30个左(zuo)右技(ji)工(gong)教(jiao)(jiao)育思(si)(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)理论(lun)课(ke)(ke)师(shi)资研修(xiu)基地。深入推(tui)进(jin)法治(zhi)(zhi)(zhi)、国(guo)家(jia)安全、生态(tai)文明(ming)和(he)国(guo)防教(jiao)(jiao)育。

(五)突出(chu)综(zong)合(he)素(su)质和通用能力(li)培养

弘扬劳(lao)(lao)(lao)(lao)(lao)模精(jing)(jing)(jing)神(shen)(shen)(shen)、劳(lao)(lao)(lao)(lao)(lao)动(dong)精(jing)(jing)(jing)神(shen)(shen)(shen)和(he)工(gong)匠精(jing)(jing)(jing)神(shen)(shen)(shen),把劳(lao)(lao)(lao)(lao)(lao)动(dong)教(jiao)育(yu)纳入公(gong)共课(ke)必修课(ke)程(cheng),加(jia)强学(xue)生(sheng)劳(lao)(lao)(lao)(lao)(lao)动(dong)实(shi)践(jian)和(he)实(shi)习(xi)实(shi)训。将劳(lao)(lao)(lao)(lao)(lao)动(dong)素(su)养(yang)纳入学(xue)生(sheng)综(zong)合素(su)质(zhi)评(ping)价体(ti)(ti)系(xi),把劳(lao)(lao)(lao)(lao)(lao)动(dong)素(su)养(yang)评(ping)价结果作(zuo)为评(ping)优(you)评(ping)先(xian)的重(zhong)要参(can)考(kao)。以实(shi)习(xi)实(shi)训课(ke)为主要载体(ti)(ti)开展劳(lao)(lao)(lao)(lao)(lao)动(dong)教(jiao)育(yu),其中劳(lao)(lao)(lao)(lao)(lao)模精(jing)(jing)(jing)神(shen)(shen)(shen)、劳(lao)(lao)(lao)(lao)(lao)动(dong)精(jing)(jing)(jing)神(shen)(shen)(shen)、工(gong)匠精(jing)(jing)(jing)神(shen)(shen)(shen)专题教(jiao)育(yu)不少于每学(xue)年16学(xue)时。鼓励院校与(yu)企业等(deng)社会团(tuan)体(ti)(ti)合作(zuo),共建共享(xiang)劳(lao)(lao)(lao)(lao)(lao)动(dong)教(jiao)育(yu)实(shi)践(jian)基地。按照国(guo)家(jia)课(ke)程(cheng)方(fang)案和(he)课(ke)程(cheng)标(biao)准,开足开齐体(ti)(ti)育(yu)、美育(yu)课(ke)程(cheng),规范开展心理健康教(jiao)育(yu)和(he)服务。

四、切实提(ti)高高技能(neng)人才培养能(neng)力

(六)完(wan)善(shan)技工院校高技能人才培(pei)养体系

加强规划引导(dao),推(tui)动(dong)形(xing)成(cheng)(cheng)技(ji)(ji)(ji)(ji)师(shi)学院(yuan)、高(gao)(gao)级(ji)技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)学校(xiao)(xiao)、技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)学校(xiao)(xiao)梯次发(fa)展、有序衔接、布(bu)局合理的技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)教(jiao)育体系。技(ji)(ji)(ji)(ji)师(shi)学院(yuan)是优化技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)教(jiao)育结构和(he)培育大国工(gong)(gong)(gong)匠、能(neng)(neng)工(gong)(gong)(gong)巧匠的重(zhong)要载体,重(zhong)点培养(yang)技(ji)(ji)(ji)(ji)师(shi)、预备技(ji)(ji)(ji)(ji)师(shi)、高(gao)(gao)级(ji)工(gong)(gong)(gong)等(deng)高(gao)(gao)技(ji)(ji)(ji)(ji)能(neng)(neng)人才(cai)。高(gao)(gao)级(ji)技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)学校(xiao)(xiao)主(zhu)要承(cheng)担高(gao)(gao)级(ji)工(gong)(gong)(gong)、中(zhong)级(ji)工(gong)(gong)(gong)培养(yang)任(ren)务,技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)学校(xiao)(xiao)主(zhu)要承(cheng)担中(zhong)级(ji)工(gong)(gong)(gong)培养(yang)任(ren)务。修订技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)院(yuan)校(xiao)(xiao)设置标准(zhun),完善晋级(ji)和(he)退出机(ji)制。落实技(ji)(ji)(ji)(ji)工(gong)(gong)(gong)院(yuan)校(xiao)(xiao)实施学制教(jiao)育和(he)职(zhi)业培训并举的法定(ding)(ding)职(zhi)责,组织开(kai)展第二轮职(zhi)业训练院(yuan)建(jian)设试(shi)点,拓(tuo)展评价鉴定(ding)(ding)、职(zhi)业技(ji)(ji)(ji)(ji)能(neng)(neng)等(deng)级(ji)认定(ding)(ding)、公(gong)共(gong)实训、技(ji)(ji)(ji)(ji)能(neng)(neng)竞(jing)赛、师(shi)资研修、就业服务等(deng)功能(neng)(neng),为技(ji)(ji)(ji)(ji)能(neng)(neng)人才(cai)成(cheng)(cheng)长提供全方位多层(ceng)次服务。

专栏2优(you)质技(ji)工院(yuan)校建设计划

1.以技(ji)(ji)师学(xue)院(yuan)为重点,在全国(guo)遴选300所左(zuo)右优(you)质(zhi)(zhi)(zhi)技(ji)(ji)工院(yuan)校(xiao)、500个左(zuo)右优(you)质(zhi)(zhi)(zhi)专业,发挥(hui)优(you)质(zhi)(zhi)(zhi)院(yuan)校(xiao)和优(you)质(zhi)(zhi)(zhi)专业示范(fan)引领(ling)和辐射带动作用(yong),打造技(ji)(ji)工教育特(te)色品(pin)牌。

2.支持依托优质技(ji)工院校建设国家(jia)级、省市级高技(ji)能人才培训(xun)基(ji)地、公(gong)共实训(xun)基(ji)地、世(shi)界(jie)技(ji)能大赛集(ji)训(xun)基(ji)地,承(cheng)办(ban)国家(jia)级、省级技(ji)能大师工作室带(dai)头人交流活动,举办(ban)区域或行(xing)业高技(ji)能人才研修交流活动。

3.引导优质技工院校积极参与(yu)教育强国推进工程,建设高(gao)水平、专业(ye)化产教融合实训基地,中央(yang)预(yu)算内投(tou)资按(an)规定予以支(zhi)持(chi)。

(七)巩固招(zhao)生规(gui)模(mo)

面向应(ying)往届初高(gao)中毕(bi)业生(sheng)(sheng)、企(qi)业职(zhi)工(gong)等(deng)(deng)(deng)各类群(qun)体组(zu)(zu)(zu)织开展(zhan)招(zhao)生(sheng)(sheng)工(gong)作。积极推进技(ji)工(gong)院校纳(na)入职(zhi)业教育(yu)统一(yi)招(zhao)生(sheng)(sheng)平(ping)台,多(duo)举(ju)措(cuo)多(duo)渠道扩(kuo)大(da)技(ji)工(gong)院校招(zhao)收高(gao)中毕(bi)业生(sheng)(sheng)、退役(yi)军人(ren)、脱贫家庭新成长劳动力和农村转移(yi)劳动力。组(zu)(zu)(zu)织有技(ji)能提升(sheng)需(xu)求的未就(jiu)业高(gao)校毕(bi)业生(sheng)(sheng)就(jiu)读技(ji)工(gong)院校。鼓励各地发(fa)挥基层就(jiu)业服(fu)务(wu)站作用,广(guang)泛利用网(wang)站、微信等(deng)(deng)(deng)各种(zhong)渠道资(zi)源,做好(hao)招(zhao)生(sheng)(sheng)宣传,进行生(sheng)(sheng)源摸底(di),抓(zhua)好(hao)报名动员组(zu)(zu)(zu)织等(deng)(deng)(deng)工(gong)作。坚持线(xian)上招(zhao)生(sheng)(sheng)和线(xian)下招(zhao)生(sheng)(sheng)多(duo)措(cuo)并举(ju),发(fa)挥多(duo)种(zhong)招(zhao)生(sheng)(sheng)渠道优势。规范(fan)招(zhao)生(sheng)(sheng)秩(zhi)序,定期清理并对外公开招(zhao)生(sheng)(sheng)资(zi)质。将技(ji)工(gong)院校年度(du)(du)招(zhao)生(sheng)(sheng)工(gong)作纳(na)入人(ren)力资(zi)源和社会保障事业发(fa)展(zhan)计划,加大(da)组(zu)(zu)(zu)织落(luo)实和调(diao)度(du)(du)工(gong)作力度(du)(du)。

(八)全面开展职业技(ji)能培(pei)训

(十八)强化(hua)一(yi)体化(hua)师(shi)资队伍建设

专(zhuan)栏5技(ji)工教育质量提升计划

1.组建全国(guo)技(ji)工(gong)教(jiao)(jiao)育和职(zhi)业(ye)培(pei)训教(jiao)(jiao)学(xue)指(zhi)导委员会(hui),开发大(da)类通用(yong)专(zhuan)业(ye)课(ke)课(ke)程(cheng)(cheng)标准(zhun)和主体专(zhuan)业(ye)课(ke)程(cheng)(cheng)规范。加大(da)技(ji)工(gong)院(yuan)校公(gong)共课(ke)课(ke)程(cheng)(cheng)改(gai)革创(chuang)新力(li)度,扩(kuo)大(da)通用(yong)职(zhi)业(ye)素质(zhi)课(ke)程(cheng)(cheng)实(shi)验范围。开发遴选技(ji)能人才培(pei)养(yang)标准(zhun)和课(ke)程(cheng)(cheng)规范,推进工(gong)学(xue)一体化教(jiao)(jiao)学(xue)改(gai)革。

2.推进优(you)质教材(cai)和(he)数字资源共(gong)建共(gong)享,加大新(xin)专(zhuan)业、新(xin)职业教材(cai)开发力度,规范教材(cai)编写、审(shen)核和(he)使用管(guan)理。推动世界(jie)技(ji)能(neng)大赛(sai)标准(zhun)和(he)成果转化。开发、遴选1500种左(zuo)右(you)技(ji)工教育规划教材(cai)。

3.建(jian)设全(quan)国(guo)统一的技工教育数字(zi)(zi)资(zi)源(yuan)服务平台,加快技工教育网建(jian)设与(yu)发(fa)展,促进(jin)共建(jian)共享。遴选(xuan)100所左右技工教育数字(zi)(zi)化资(zi)源(yuan)建(jian)设与(yu)应用(yong)优秀院校(xiao)。

4.实施一体化(hua)师(shi)资(zi)(zi)专(zhuan)项培训计(ji)划,扩(kuo)大(da)技(ji)(ji)工(gong)(gong)院校(xiao)网络师(shi)资(zi)(zi)研(yan)修覆盖范(fan)围,分级打造师(shi)德(de)高尚(shang)、技(ji)(ji)艺(yi)精湛、育人(ren)(ren)水平高超的教学名师(shi)、专(zhuan)业带头人(ren)(ren)、青年骨干教师(shi)等高层次人(ren)(ren)才(cai)队伍(wu)。遴(lin)选50个左右(you)一体化(hua)师(shi)资(zi)(zi)研(yan)修基地,构(gou)建技(ji)(ji)工(gong)(gong)院校(xiao)师(shi)资(zi)(zi)研(yan)修平台。定期举办全国技(ji)(ji)工(gong)(gong)院校(xiao)教师(shi)职业能力大(da)赛。

(十九)规范各项基础管理(li)工作(zuo)

各地(di)要从产业发(fa)(fa)展(zhan)(zhan)(zhan)、经济社(she)会(hui)建设的总体(ti)要求出发(fa)(fa),将技工(gong)教(jiao)育发(fa)(fa)展(zhan)(zhan)(zhan)纳入本(ben)地(di)区“十四五”经济社(she)会(hui)发(fa)(fa)展(zhan)(zhan)(zhan)的总体(ti)规划,统(tong)一(yi)筹划,合理(li)布局,协(xie)调(diao)实(shi)施。要加强(qiang)与发(fa)(fa)改(gai)、财(cai)政、教(jiao)育等部门及行业企(qi)业的协(xie)调(diao)配合,整(zheng)合各类相关社(she)会(hui)资源,调(diao)动各方面积极性,形成社(she)会(hui)合力,共(gong)同推进技工(gong)教(jiao)育改(gai)革发(fa)(fa)展(zhan)(zhan)(zhan)。

(二十三)落实监督指导(dao)

各级人力资(zi)源(yuan)社会保障部门要强化(hua)主体责任(ren),层层压(ya)实(shi)责任(ren),完(wan)善(shan)规划(hua)(hua)实(shi)施(shi)情(qing)况监测、评(ping)估(gu)和(he)绩效考核机制,实(shi)行动态跟踪指导,定期(qi)组织检(jian)查评(ping)估(gu)。定期(qi)总结规划(hua)(hua)实(shi)施(shi)工(gong)作,推广先(xian)进经验,认真研究规划(hua)(hua)实(shi)施(shi)过程(cheng)中(zhong)出(chu)现的(de)情(qing)况和(he)问题,调整完(wan)善(shan)政策措施(shi),抓好任(ren)务落(luo)实(shi)。
