关于全省教育系统深入学习宣传贯彻全省职业教育大会精神的通知

各市、省直管县(市)教育局,有关应用型本科高校,各高职院校,省属中专学校:

2021年9月29日,省委省政府召开全(quan)(quan)省职(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)大会(hui)(hui),会(hui)(hui)议深入学习贯彻(che)习近平(ping)总(zong)(zong)书(shu)记关(guan)于(yu)职(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)的重要指示(shi)和(he)(he)李克强总(zong)(zong)理批(pi)示(shi)以及全(quan)(quan)国职(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)大会(hui)(hui)精神,对(dui)当(dang)前和(he)(he)今后(hou)一个(ge)时(shi)期(qi)全(quan)(quan)省职(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)工(gong)(gong)作(zuo)(zuo)进行了(le)研究部署(shu)。省委原书(shu)记李锦斌、省长王清宪分别(bie)作(zuo)(zuo)出批(pi)示(shi)。省委教(jiao)(jiao)育(yu)(yu)工(gong)(gong)作(zuo)(zuo)领导小组(zu)印发(fa)了(le)关(guan)于(yu)推(tui)动现代职(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)高(gao)质(zhi)量发(fa)展(zhan)的实施意见。为深入学习宣传(chuan)贯彻(che)全(quan)(quan)省职(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)大会(hui)(hui)精神,切实做好当(dang)前和(he)(he)今后(hou)一个(ge)时(shi)期(qi)全(quan)(quan)省职(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)工(gong)(gong)作(zuo)(zuo),现将有关(guan)事项(xiang)通知如下。

一、提高政治站位,深刻领会全省职业教育大会的重要意义和丰富内涵

职(zhi)业教育(yu)(yu)是培(pei)养高素(su)质(zhi)技(ji)(ji)术技(ji)(ji)能人才、能工(gong)巧匠、大(da)国工(gong)匠的(de)基础性工(gong)程,对(dui)于(yu)推动(dong)高质(zhi)量发展(zhan)具(ju)有重(zhong)要作(zuo)用(yong)。近年来,全(quan)省(sheng)(sheng)上(shang)下(xia)深(shen)入贯彻总书记关(guan)于(yu)职(zhi)业教育(yu)(yu)工(gong)作(zuo)的(de)重(zhong)要指示精(jing)神和(he)(he)全(quan)国职(zhi)业教育(yu)(yu)大(da)会(hui)精(jing)神,认(ren)真落实中央及省(sheng)(sheng)委决(jue)策部署,深(shen)化职(zhi)业教育(yu)(yu)改革创新,先后(hou)实施(shi)职(zhi)教大(da)省(sheng)(sheng)建设、技(ji)(ji)工(gong)大(da)省(sheng)(sheng)建设等重(zhong)大(da)战略(lve)决(jue)策、战略(lve)举措,全(quan)省(sheng)(sheng)职(zhi)业教育(yu)(yu)发展(zhan)取得显著成效,初步形成安徽特(te)色和(he)(he)优(you)势(shi),为我省(sheng)(sheng)经济社(she)会(hui)高质(zhi)量发展(zhan)提供了有力人才资源(yuan)保障(zhang)。

在“两(liang)(liang)个(ge)(ge)大(da)局”交织、“两(liang)(liang)个(ge)(ge)一百年”交汇、“两(liang)(liang)个(ge)(ge)五年规划”交接(jie)的关键节点,省(sheng)(sheng)委(wei)省(sheng)(sheng)政府(fu)召开全省(sheng)(sheng)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)大(da)会,充分体现了(le)(le)对职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)的高度重视,是我(wo)省(sheng)(sheng)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)发(fa)(fa)展(zhan)的重要(yao)里程(cheng)碑。会前,省(sheng)(sheng)委(wei)省(sheng)(sheng)政府(fu)主要(yao)领导亲自谋划推动(dong)省(sheng)(sheng)部共建技(ji)(ji)能(neng)安徽行动(dong)、研究部署我(wo)省(sheng)(sheng)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)发(fa)(fa)展(zhan)工作(zuo),并(bing)专门(men)作(zuo)出批示,进一步强调了(le)(le)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)的战略定位,充分肯定了(le)(le)近年来我(wo)省(sheng)(sheng)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)改(gai)革发(fa)(fa)展(zhan)成就(jiu),要(yao)求各地各有(you)关部门(men)紧扣(kou)高质量发(fa)(fa)展(zhan)需求,瞄准(zhun)技(ji)(ji)术创新(xin)和(he)产(chan)(chan)业(ye)(ye)(ye)升级,大(da)力推进产(chan)(chan)教(jiao)(jiao)(jiao)融合、校企(qi)合作(zuo),加强师资队伍和(he)办学条件建设,健全人才(cai)(cai)培养(yang)和(he)评价标(biao)准(zhun)体系(xi)(xi),促进教(jiao)(jiao)(jiao)育(yu)(yu)链、人才(cai)(cai)链与产(chan)(chan)业(ye)(ye)(ye)链、创新(xin)链有(you)效衔接(jie),为打造“三地一区”提供技(ji)(ji)术技(ji)(ji)能(neng)人才(cai)(cai)支撑。会议深刻阐述了(le)(le)发(fa)(fa)展(zhan)现代职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)的重大(da)意义(yi),系(xi)(xi)统部署了(le)(le)建设高质量职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)体系(xi)(xi)的重点任务(wu),就(jiu)组织实施提出了(le)(le)明确要(yao)求。

各地教(jiao)(jiao)育(yu)(yu)行政部门、各职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)学校(xiao)要(yao)(yao)(yao)在省(sheng)(sheng)委(wei)省(sheng)(sheng)政府(fu)的(de)(de)(de)坚(jian)强领(ling)导下,增(zeng)强“四个意识(shi)”、坚(jian)定“四个自信(xin)”、做(zuo)到“两个维护”,从政治(zhi)和(he)全(quan)局的(de)(de)(de)高(gao)度,深刻(ke)领(ling)会(hui)全(quan)省(sheng)(sheng)职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)大(da)会(hui)的(de)(de)(de)召开(kai),是(shi)(shi)贯彻落(luo)实(shi)(shi)习近平总书(shu)记关于(yu)职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)(yao)指示和(he)全(quan)国(guo)职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)大(da)会(hui)精神的(de)(de)(de)实(shi)(shi)际行动,是(shi)(shi)推动我省(sheng)(sheng)职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)一体(ti)化(hua)高(gao)质量发(fa)展、加(jia)快建设(she)技能(neng)安徽(hui)的(de)(de)(de)迫切需(xu)要(yao)(yao)(yao),是(shi)(shi)着力提升职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)适应性和(he)现(xian)(xian)代化(hua)水平、为新阶段现(xian)(xian)代化(hua)美好安徽(hui)建设(she)培养更多高(gao)素(su)质技术技能(neng)人(ren)才的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)(yao)举(ju)措。要(yao)(yao)(yao)充分认识(shi)发(fa)展现(xian)(xian)代职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu),是(shi)(shi)推进现(xian)(xian)代化(hua)建设(she)进程的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)(yao)支撑(cheng),是(shi)(shi)建设(she)高(gao)质量教(jiao)(jiao)育(yu)(yu)体(ti)系的(de)(de)(de)内在要(yao)(yao)(yao)求(qiu),是(shi)(shi)促进共(gong)同富裕的(de)(de)(de)有效途径(jing)。要(yao)(yao)(yao)切实(shi)(shi)增(zeng)强发(fa)展现(xian)(xian)代职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)(yao)性和(he)紧迫性,把职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)摆在与普(pu)通教(jiao)(jiao)育(yu)(yu)同等重(zhong)(zhong)要(yao)(yao)(yao)的(de)(de)(de)位置,加(jia)强组织领(ling)导,完善政策措施(shi),营造良好环境,狠抓(zhua)工(gong)作落(luo)实(shi)(shi),不断开(kai)创我省(sheng)(sheng)职(zhi)(zhi)(zhi)(zhi)(zhi)业(ye)(ye)教(jiao)(jiao)育(yu)(yu)工(gong)作新局面(mian)(mian),为全(quan)面(mian)(mian)建设(she)新阶段现(xian)(xian)代化(hua)美好安徽(hui)提供(gong)更加(jia)坚(jian)实(shi)(shi)的(de)(de)(de)人(ren)才和(he)技能(neng)支撑(cheng)。

二、聚焦重点工作,加快建设富有安徽特色的高质量现代职业教育体系

全省职业(ye)教育大会明确提出(chu),要全面贯(guan)彻党的(de)教育方针(zhen),落实立(li)德树人根本(ben)任务,以(yi)技(ji)能安(an)徽共同行动为总抓手(shou),构建纵向(xiang)贯(guan)通、横向(xiang)融通的(de)现(xian)代职业(ye)教育体系。

(一(yi)(yi)(yi))加(jia)快完善职(zhi)(zhi)(zhi)业(ye)教(jiao)(jiao)(jiao)育人(ren)(ren)才(cai)培(pei)养(yang)(yang)体(ti)系。推(tui)进(jin)职(zhi)(zhi)(zhi)业(ye)教(jiao)(jiao)(jiao)育纵向(xiang)贯通,巩固中(zhong)职(zhi)(zhi)(zhi)基础地位,深(shen)入实(shi)施中(zhong)等职(zhi)(zhi)(zhi)业(ye)学(xue)(xue)校达(da)标示范工(gong)程(cheng)和“双(shuang)优计划”,着力建(jian)(jian)强(qiang)(qiang)一(yi)(yi)(yi)批、提升一(yi)(yi)(yi)批、整合(he)一(yi)(yi)(yi)批、转(zhuan)办停(ting)办一(yi)(yi)(yi)批,优化资(zi)源配(pei)置和布局结构。夯实(shi)高(gao)职(zhi)(zhi)(zhi)主体(ti)地位,推(tui)动(dong)高(gao)职(zhi)(zhi)(zhi)院校提质培(pei)优,集中(zhong)力量建(jian)(jian)设一(yi)(yi)(yi)批中(zhong)国(guo)特色高(gao)水平(ping)(ping)高(gao)职(zhi)(zhi)(zhi)学(xue)(xue)校和专业(ye),切实(shi)增强(qiang)(qiang)学(xue)(xue)校核心(xin)竞争(zheng)力。稳步(bu)发展本科(ke)(ke)层次职(zhi)(zhi)(zhi)业(ye)教(jiao)(jiao)(jiao)育,稳中(zhong)求进(jin)、积(ji)极探索支(zhi)持有条件的(de)高(gao)职(zhi)(zhi)(zhi)院校开展本科(ke)(ke)层次职(zhi)(zhi)(zhi)业(ye)教(jiao)(jiao)(jiao)育试点。推(tui)动(dong)中(zhong)职(zhi)(zhi)(zhi)、高(gao)职(zhi)(zhi)(zhi)、本科(ke)(ke)职(zhi)(zhi)(zhi)业(ye)教(jiao)(jiao)(jiao)育培(pei)养(yang)(yang)目标、课(ke)程(cheng)体(ti)系等相衔接(jie),系统培(pei)养(yang)(yang)高(gao)素质技术(shu)技能人(ren)(ren)才(cai)。加(jia)强(qiang)(qiang)不同类(lei)型教(jiao)(jiao)(jiao)育横向(xiang)融通,强(qiang)(qiang)化育训(xun)并(bing)举,着力构建(jian)(jian)服务全(quan)(quan)民终身学(xue)(xue)习的(de)教(jiao)(jiao)(jiao)育体(ti)系。坚决落实(shi)立(li)德树人(ren)(ren)根本任务,建(jian)(jian)设一(yi)(yi)(yi)批高(gao)质量思政课(ke)程(cheng),培(pei)育一(yi)(yi)(yi)批高(gao)水平(ping)(ping)课(ke)程(cheng)思政教(jiao)(jiao)(jiao)学(xue)(xue)名师及(ji)教(jiao)(jiao)(jiao)学(xue)(xue)科(ke)(ke)研团队,培(pei)养(yang)(yang)德技并(bing)修、全(quan)(quan)面(mian)发展的(de)技能型人(ren)(ren)才(cai)。

(二(er))着力(li)(li)提升职业(ye)(ye)教(jiao)(jiao)育服(fu)务(wu)发展能力(li)(li)。对标“三(san)地一区”建(jian)(jian)设,统筹推(tui)(tui)进(jin)(jin)职业(ye)(ye)教(jiao)(jiao)育提质培(pei)优三(san)年行动(dong)(dong)(dong)计划、职业(ye)(ye)教(jiao)(jiao)育创(chuang)新发展试(shi)验区等重大(da)项目建(jian)(jian)设,推(tui)(tui)动(dong)(dong)(dong)职业(ye)(ye)学(xue)(xue)校(xiao)优化专业(ye)(ye)结构、错(cuo)位特色(se)发展,促进(jin)(jin)教(jiao)(jiao)育链、人才链与(yu)产(chan)业(ye)(ye)链、创(chuang)新链有(you)机衔(xian)接(jie)。健全多(duo)元办(ban)学(xue)(xue)格局,推(tui)(tui)动(dong)(dong)(dong)职业(ye)(ye)学(xue)(xue)校(xiao)和行业(ye)(ye)企业(ye)(ye)实(shi)现共(gong)建(jian)(jian)共(gong)享共(gong)赢;深化多(duo)元主体办(ban)学(xue)(xue)体制改革,鼓励社会(hui)资(zi)本独(du)立或参与(yu)组建(jian)(jian)股份(fen)制、混合所有(you)制职教(jiao)(jiao)集团。提升对外(wai)开放水(shui)平(ping)(ping),推(tui)(tui)动(dong)(dong)(dong)高(gao)水(shui)平(ping)(ping)职业(ye)(ye)学(xue)(xue)校(xiao)主动(dong)(dong)(dong)服(fu)务(wu)“一带一路”倡(chang)议,吸引一批(pi)境外(wai)高(gao)水(shui)平(ping)(ping)高(gao)校(xiao)合作办(ban)学(xue)(xue),积极推(tui)(tui)进(jin)(jin)与(yu)沪苏浙高(gao)校(xiao)联合办(ban)学(xue)(xue)、企业(ye)(ye)合作办(ban)学(xue)(xue),推(tui)(tui)动(dong)(dong)(dong)区域各类资(zi)源(yuan)平(ping)(ping)台(tai)要(yao)素(su)集聚(ju)。

(三)不断深(shen)(shen)化职业(ye)(ye)教(jiao)育改(gai)(gai)革创(chuang)新。深(shen)(shen)化职业(ye)(ye)教(jiao)育评(ping)价改(gai)(gai)革,贯彻落实(shi)新时代(dai)教(jiao)育评(ping)价改(gai)(gai)革总体方案(an)(an)和(he)(he)我省实(shi)施(shi)方案(an)(an),全(quan)面(mian)清理(li)对(dui)职业(ye)(ye)教(jiao)育人才(cai)的(de)歧视性政策,打(da)通职业(ye)(ye)学(xue)校毕(bi)业(ye)(ye)生(sheng)在就业(ye)(ye)落户、职称(cheng)评(ping)审、职级晋(jin)升(sheng)等(deng)方面(mian)的(de)通道,克服(fu)“五唯(wei)”顽瘴(zhang)痼疾。深(shen)(shen)化招(zhao)生(sheng)制(zhi)度改(gai)(gai)革,建(jian)立健全(quan)省级统筹的(de)高(gao)职分类考试招(zhao)生(sheng)制(zhi)度,完善文化素质(zhi)+职业(ye)(ye)技能考试招(zhao)生(sheng)办法。深(shen)(shen)化“三教(jiao)”改(gai)(gai)革,以实(shi)践能力提升(sheng)为导(dao)向,把职业(ye)(ye)标(biao)准融(rong)入(ru)人才(cai)培(pei)养(yang)方案(an)(an)和(he)(he)课(ke)程(cheng)体系,深(shen)(shen)入(ru)推进岗(gang)课(ke)赛(sai)证融(rong)通、1+X证书制(zhi)度、中国特(te)色(se)学(xue)徒(tu)制(zhi)试点等(deng),提高(gao)人才(cai)培(pei)养(yang)针(zhen)对(dui)性和(he)(he)适应性。

(四(si))持续(xu)强(qiang)化(hua)(hua)职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)教(jiao)育(yu)保障机制(zhi)(zhi)。健全经(jing)费投(tou)入机制(zhi)(zhi),落实新(xin)增教(jiao)育(yu)经(jing)费向职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)教(jiao)育(yu)倾(qing)斜的要(yao)求,逐步提升中(zhong)职(zhi)(zhi)(zhi)(zhi)高职(zhi)(zhi)(zhi)(zhi)生(sheng)均经(jing)费标准和(he)水平,建(jian)(jian)(jian)(jian)立与(yu)职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)学校(xiao)办学规模(mo)、培养成(cheng)本、办学质量相适应的财政经(jing)费投(tou)入与(yu)保障机制(zhi)(zhi);健全多元投(tou)入机制(zhi)(zhi),多渠道筹(chou)措职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)教(jiao)育(yu)经(jing)费,支持社会力(li)量兴(xing)办职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)教(jiao)育(yu)。加强(qiang)师(shi)资队伍建(jian)(jian)(jian)(jian)设,建(jian)(jian)(jian)(jian)立职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)学校(xiao)编(bian)制(zhi)(zhi)动态调整机制(zhi)(zhi),深化(hua)(hua)高职(zhi)(zhi)(zhi)(zhi)院校(xiao)编(bian)制(zhi)(zhi)周转(zhuan)池(chi)制(zhi)(zhi)度改革,修订完善我省“双(shuang)师(shi)型(xing)”教(jiao)师(shi)标准和(he)认(ren)定办法,拓宽从行业(ye)(ye)(ye)企(qi)(qi)业(ye)(ye)(ye)选拔优秀(xiu)教(jiao)师(shi)的渠道,完善普(pu)通高校(xiao)、职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)学校(xiao)与(yu)行业(ye)(ye)(ye)企(qi)(qi)业(ye)(ye)(ye)联合(he)培养“双(shuang)师(shi)型(xing)”教(jiao)师(shi)机制(zhi)(zhi)。加快信(xin)息(xi)(xi)化(hua)(hua)建(jian)(jian)(jian)(jian)设,建(jian)(jian)(jian)(jian)设智慧校(xiao)园,促进现代(dai)信(xin)息(xi)(xi)技(ji)术与(yu)教(jiao)育(yu)教(jiao)学融合(he)创(chuang)新(xin),加强(qiang)学生(sheng)信(xin)息(xi)(xi)化(hua)(hua)能力(li)培养,遴选一批信(xin)息(xi)(xi)化(hua)(hua)标杆职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)学校(xiao),全面提升职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)教(jiao)育(yu)信(xin)息(xi)(xi)化(hua)(hua)水平。

(五(wu))全面推(tui)进技(ji)(ji)(ji)(ji)能(neng)(neng)安徽建(jian)(jian)设(she)。推(tui)动(dong)省政府(fu)与教(jiao)(jiao)(jiao)育部(bu)共(gong)建(jian)(jian)“技(ji)(ji)(ji)(ji)能(neng)(neng)安徽”行动(dong)落实,健全纵向(xiang)贯(guan)通(tong)、横(heng)向(xiang)融通(tong)、产(chan)(chan)业专业就业“三业”联(lian)通(tong)、教(jiao)(jiao)(jiao)育链人(ren)才(cai)链与产(chan)(chan)业链创新链“四(si)链”接通(tong)的(de)技(ji)(ji)(ji)(ji)术技(ji)(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)培养体(ti)系,搭建(jian)(jian)技(ji)(ji)(ji)(ji)能(neng)(neng)学习平(ping)台。实施立德树人(ren)、产(chan)(chan)教(jiao)(jiao)(jiao)融合校(xiao)企合作、高水(shui)平(ping)专业建(jian)(jian)设(she)、“双师型”教(jiao)(jiao)(jiao)师队伍建(jian)(jian)设(she)、实习实训(xun)基地(di)建(jian)(jian)设(she)和(he)技(ji)(ji)(ji)(ji)能(neng)(neng)公共(gong)服(fu)务建(jian)(jian)设(she)六大工程,提(ti)高技(ji)(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)培养质(zhi)量,促进人(ren)人(ren)拥(yong)有技(ji)(ji)(ji)(ji)能(neng)(neng)。开展重点产(chan)(chan)业、重点区域、重点人(ren)群和(he)重点战略(lve)技(ji)(ji)(ji)(ji)能(neng)(neng)四(si)大提(ti)升行动(dong),赋能(neng)(neng)美好安徽建(jian)(jian)设(she)。构(gou)建(jian)(jian)技(ji)(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)荣誉体(ti)系,加大技(ji)(ji)(ji)(ji)能(neng)(neng)安徽宣传力(li)度,营(ying)造崇尚技(ji)(ji)(ji)(ji)能(neng)(neng)氛(fen)围。

三、加强组织领导,切实推动全省职业教育大会精神在江淮大地落地见效

全省职(zhi)(zhi)业(ye)教育大会强调,完善职(zhi)(zhi)业(ye)教育体系是一项系统工程,要(yao)汇聚职(zhi)(zhi)业(ye)教育改革(ge)发(fa)展的强大合力(li),确保党中(zhong)央及省委省政府(fu)各项决策部署(shu)要(yao)求落(luo)地见(jian)效。

(一(yi))深(shen)学(xue)(xue)笃行,摆(bai)上重(zhong)(zhong)要(yao)位置。各地(di)教(jiao)(jiao)育(yu)(yu)行政(zheng)部门、各职(zhi)(zhi)业(ye)(ye)(ye)学(xue)(xue)校(xiao)要(yao)坚持(chi)学(xue)(xue)习(xi)为(wei)(wei)先,把深(shen)入(ru)(ru)(ru)(ru)(ru)学(xue)(xue)习(xi)宣(xuan)传贯彻全省(sheng)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)大会精神、省(sheng)委(wei)省(sheng)政(zheng)府主(zhu)要(yao)负责(ze)同志批示、程丽华副(fu)书(shu)记(ji)讲(jiang)话(hua)和会上印(yin)发(fa)的省(sheng)委(wei)教(jiao)(jiao)育(yu)(yu)工(gong)作领导小(xiao)组(zu)有关(guan)文件(jian)作为(wei)(wei)当(dang)前(qian)和今后(hou)一(yi)个时(shi)期的重(zhong)(zhong)要(yao)任务,制订工(gong)作方案,组(zu)建(jian)宣(xuan)讲(jiang)专(zhuan)班,组(zu)织党(dang)员(yuan)干部、广大师生深(shen)入(ru)(ru)(ru)(ru)(ru)学(xue)(xue)习(xi)贯彻习(xi)近平总(zong)书(shu)记(ji)关(guan)于职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)的重(zhong)(zhong)要(yao)指示和全国、全省(sheng)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)大会精神,要(yao)与学(xue)(xue)习(xi)贯彻习(xi)近平总(zong)书(shu)记(ji)“七一(yi)”重(zhong)(zhong)要(yao)讲(jiang)话(hua)、中(zhong)央人才工(gong)作会议(yi)上重(zhong)(zhong)要(yao)讲(jiang)话(hua)、考察安徽重(zhong)(zhong)要(yao)讲(jiang)话(hua)指示精神结合起来,学(xue)(xue)思践(jian)悟、融(rong)会贯通、细(xi)照笃行。要(yao)坚持(chi)以(yi)学(xue)(xue)促(cu)行,推动(dong)本地(di)党(dang)委(wei)、政(zheng)府把职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)摆(bai)在更加(jia)突出位置,深(shen)入(ru)(ru)(ru)(ru)(ru)动(dong)员(yuan)部署当(dang)前(qian)和今后(hou)一(yi)个时(shi)期本地(di)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)发(fa)展工(gong)作,列入(ru)(ru)(ru)(ru)(ru)专(zhuan)题研究和重(zhong)(zhong)点部署内容,纳入(ru)(ru)(ru)(ru)(ru)“十(shi)四五”发(fa)展规划(hua),加(jia)大职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)制度创(chuang)新、政(zheng)策供(gong)给和投入(ru)(ru)(ru)(ru)(ru)力度,选优(you)配(pei)强职(zhi)(zhi)业(ye)(ye)(ye)学(xue)(xue)校(xiao)书(shu)记(ji)校(xiao)长,为(wei)(wei)职(zhi)(zhi)业(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)改革(ge)发(fa)展营造良好环境。

(二)精准落点(dian),压(ya)实(shi)压(ya)紧(jin)责(ze)任(ren)。强(qiang)化制度保障,建立(li)健全职业(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)工(gong)(gong)作(zuo)体制机制。各(ge)地教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)行政部门(men)要(yao)切实(shi)担(dan)负起统筹规划、综合(he)协调和宏(hong)观管理职业(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的责(ze)任(ren),推动(dong)本(ben)地党(dang)委教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)工(gong)(gong)作(zuo)领导(dao)小(xiao)(xiao)组、职业(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部门(men)联席(xi)会议加大工(gong)(gong)作(zuo)研(yan)究(jiu)、指导(dao)、推进力(li)度,推动(dong)本(ben)地政府及有关部门(men)出台配(pei)套支持政策,制定会上(shang)印(yin)发(fa)(fa)的省(sheng)委教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)工(gong)(gong)作(zuo)领导(dao)小(xiao)(xiao)组有关文(wen)件分(fen)工(gong)(gong)方(fang)案并(bing)认(ren)真(zhen)抓好落实(shi)。强(qiang)化督导(dao)考核,将职业(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)发(fa)(fa)展的战(zhan)略摆位(wei)、组织(zhi)领导(dao)、经费保障、资源(yuan)整合(he)与(yu)结(jie)构(gou)调整、办(ban)学(xue)条件与(yu)发(fa)(fa)展水(shui)平等(deng)方(fang)面,作(zuo)为市、县政府履行教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)职责(ze)督导(dao)考核重点(dian)内容(rong)。各(ge)职业(ye)学(xue)校要(yao)认(ren)真(zhen)落实(shi)办(ban)学(xue)主体责(ze)任(ren),抓住发(fa)(fa)展机遇,积极主动(dong)作(zuo)为,不断提升办(ban)学(xue)质量和吸(xi)引力(li)。

(三)广泛宣(xuan)传(chuan)(chuan),营造浓厚氛围(wei)。各(ge)地教育(yu)行政部门、各(ge)职业(ye)(ye)学校要(yao)(yao)注重(zhong)正面(mian)(mian)引导,充(chong)分利(li)用主流媒体(ti)和(he)新兴(xing)媒体(ti),准确(que)解(jie)读和(he)传(chuan)(chuan)递(di)国(guo)家、我(wo)省发(fa)展(zhan)职业(ye)(ye)教育(yu)的政策导向(xiang)和(he)重(zhong)大(da)(da)举(ju)措,弘扬劳(lao)动(dong)(dong)光荣(rong)、技能(neng)宝贵、创造伟大(da)(da)的时代(dai)风尚,在全社会凝聚思想共(gong)识;要(yao)(yao)突出(chu)典型宣(xuan)传(chuan)(chuan),深入挖掘(jue)、宣(xuan)传(chuan)(chuan)职业(ye)(ye)教育(yu)在技能(neng)成才、服(fu)务(wu)发(fa)展(zhan)、促进(jin)(jin)就业(ye)(ye)、文化传(chuan)(chuan)承等方(fang)面(mian)(mian)的杰出(chu)成果、典型人物、先进(jin)(jin)事迹,激励广大(da)(da)青年走技能(neng)成才、技能(neng)报国(guo)之路;要(yao)(yao)厚植文化土壤,进(jin)(jin)一(yi)步(bu)办好“职业(ye)(ye)教育(yu)活(huo)(huo)动(dong)(dong)周(zhou)”,开展(zhan)大(da)(da)国(guo)工匠(jiang)和(he)劳(lao)动(dong)(dong)模范进(jin)(jin)校园、职业(ye)(ye)学校开放日、企业(ye)(ye)开放日、面(mian)(mian)向(xiang)中(zhong)小学生的职业(ye)(ye)体(ti)验、面(mian)(mian)向(xiang)社会的便民服(fu)务(wu)等活(huo)(huo)动(dong)(dong),使社会更多了解(jie)、体(ti)验、参与、认(ren)同(tong)职业(ye)(ye)教育(yu),为职业(ye)(ye)教育(yu)改革(ge)发(fa)展(zhan)营造良好环境。

各(ge)地(di)(di)要于(yu)2021年底前召开(kai)本地(di)(di)职业(ye)教(jiao)育大会,研究部署本区(qu)域职业(ye)教(jiao)育改革发展各(ge)项工作(zuo)。各(ge)地(di)(di)各(ge)校(xiao)学(xue)习贯彻(che)全省职业(ye)教(jiao)育大会精(jing)神(shen)有(you)关(guan)情况(kuang),请及时报告我厅(ting)。
